Founded in 2009 by a small group of cat conscious citizens at Wintergreen Resort, in the Blue Ridge Mountains of Virginia, the council seeks to control the population of homeless cats in the resort. Currently the program is based on Trap/Neuter/Return (TNR-for more info, see our TNR page.) Our hope is that one day we can establish a sanctuary off the mountain where these cats can live more securely. In the meantime these cats are cared for by groups of volunteers. when we started, 80% of the cats could not be touched but now 80% CAN and do enjoy being petted. This socialization will give them the opportunity to be adopted.
